Conclusion • Emergency traffic management requires 31 • a simple, not link-based, control method • accurate prediction of evacuation behavior • gradual implementation of the emergency control under uncertainty à Simulation-based optimization using MFD à Evacuation departure and destination choice using a recursive logit model à ZDD-based solution for combinatorial reconfiguration • Expanding boundary capacity by contraflow can eliminate congestion at the bottleneck in a peak time. • Combinatorial reconfiguration gradually implement the optimal contraflow plan, balancing between the normal traffic and evacuation performance.
