Justen R. Noakes Bio Justen Noakes is the Director of Emergency Preparedness at H-E-B. Justen has been employed by H-E-B for 24 years, the last 14 in his current capacity, with past roles in supply chain logistics, retail operations, project management and IT. Justen has led the response and recovery efforts at H-E-B for 20 Major Disaster Declarations, including: o Hurricanes Rita, Dean, Humberto, Dolly, Gustav, Ike and Harvey. o 2009 H1N1 Pandemic Flu Outbreak o 2011 Wildfires, including the Bastrop Complex Fires and the Riley Road Complex Fires o 2013 West, TX Explosion o 2015 Memorial Day Flooding o 2016 Tax Day Floods in Houston Justen holds a seat in the Texas Department of Emergency Management’s State Operations Center Council and is a member of the Emergency Management Association of Texas (EMAT). Justen is CEO of Texas Search and Rescue (TEXSAR) where he leads 250 volunteer search and rescue personnel and is a certified Ground Search and Rescue Technician and Flood and Swiftwater Technician. Justen is a graduate of Kansas State University with a Bachelor of Science Degree. 2

Hurricane Harvey The Remnant Low We started watching Tropical Storm Harvey on Friday, August 18th. Monday, August 21st we started closely monitoring remnant low Harvey just off the Yucatan Peninsula. On the evening of August 21st we started pushing water to stores in the Lower Valley On Tuesday, August 22nd we activated the H-E-B EOC.

H-E-B Emergency Operations Center (EOC) The H-E-B EOC is the convening of the top leaders and talent from the departments most affected by business disruptions. Physically located at the H-E-B Distribution Center on IH35 & Rittiman Rd. Departments represented include: Retail Operations, Supply Chain, Merchandising, HR, Public Affairs, Security, Communications, Risk Management and many others. Activated around the clock for 17 days during Hurricane Harvey. Three regional command centers activated in Corpus Christi, Houston and the Rio Grande Valley.

Harvey Makes First Landfall August 25, 2017 Hurricane Harvey Makes Landfall over San Jose Island near Rockport, TX. Category 4 Hurricane with 130MPH winds and massive storm surge. First major hurricane to strike the US since Wilma in 2005 and Texas since Celia in 1970.

Hurricane Harvey Landfall H-E-B Impacts 36 Stores and our Manufacturing Plant in the Corpus Christi Area closed in preparation for landfall. Rockport, Refugio, Aransas Pass and Ingleside H-E-B seriously damaged by storm. Over 150 Partners homes were damaged or destroyed by Harvey.

H-E-B Responds H-E-B Deploys Mobile Kitchens and Disaster Response Unit to Refugio, Rockport and Victoria H-E-B sends support teams from Valley to support store recovery. Generators, water tankers, shower facilities and restroom trailers deployed to support store operations and community.

Mobile Kitchen Deployment – Gulf Coast

Harvey Meanders over Southeast TX Harvey stalled over Southeast TX for 6 days before exiting the State. Harvey dropped a record 53” of rainfall on the Houston area, over trillion gallons of water Houston physically sank almost 1” as a result of the weight of the water. On September 1st at the peak of the flooding, 1/3 of Houston was underwater. 39,000 Houstonians were forced to evacuate their homes.

Hurricane Harvey Flooding H-E-B Impacts Largest business disruption incident in H-E-B’s 112 year history. Over 120 facilities closed in the greater Houston area in response to Hurricane Harvey Flooding. Three stores catastrophically damaged; Kingwood, Joe V’s Smart Shop #2 and Braeswood. Over 2,000 Partners homes affected by the flooding in some capacity.

Harvey’s Heroes – Beaumont On Thursday, August 31st the City of Beaumont’s two water pumps failed, leaving the city without any running water. Hurricane Harvey floodwaters had completely surrounded the city. H-E-B was asked to help supply city with water if possible. H-E-B supplied 14 trailers of water and 10 water tankers.

Harvey’s Heroes – League City At the height of Harvey’s flooding, the H-E-B in League City served as a shelter for those trapped by the flood waters. The store housed hundreds of stranded residents and first responders. Served as base of operations for search and rescue operations for area, providing safe and secure drop-off location.

H-E-B Helping Here 50,000 Meals Served by our H-E-B Mobile Kitchens 150,000 cases of water delivered. 75,600 bags of ice delivered. 4,000 bags of cat and dog food donated.
