Carl Alameda is a public service professional with over two decades of experience in local government, education, and property management. As Assistant City Manager, he has played a key role in strengthening internal operations and guiding essential city functions. His responsibilities have included oversight of departments such as human resources, finance, emergency preparedness, and public communication. He also led the design and implementation of a citywide training and performance evaluation system to improve staff development and accountability.

His commitment to public service took root after completing his undergraduate studies in political science with a focus on public administration at California Polytechnic State University. He continued his education at the University of Southern California, where he earned both a Master of Public Administration and a Master of Urban and Regional Planning. Recognized as a Dean’s Merit Scholar, he entered local government with a strong academic background that prepared him for leadership in policy, planning, and administration.

Throughout his career, he has held several key municipal positions, including Assistant City Manager and Director of Administrative Services. He also stepped into interim leadership positions for the departments of Public Works and Finance, where he managed complex responsibilities, including labor negotiations, budget planning, and emergency response coordination. In each role, he focused on improving operational efficiency, strengthening cross-departmental communication, and supporting long-term strategic planning. He also served as a staff liaison to the Art Commission and the Disaster Council.

His experience extends into property management, where he has spent nearly twenty years overseeing residential and commercial properties. He has managed both Section 8 and market-rate rentals, ensuring compliance with regulations, handling tenant relations, and overseeing capital improvement projects. His ability to maintain accurate financial records and coordinate with accounting professionals has supported the stability and success of his property management work.

Since 2018, he has taught graduate courses at the USC Sol Price School of Public Policy as an adjunct professor. His teaching in the Master of Public Administration program focuses on bridging academic knowledge with practical experience in civic leadership. His connection to USC has remained strong, thanks to his service on the Board of Governors and leadership on the alum association board. He also helped found and lead a fellowship program that supports students preparing for careers in local government.

He has also contributed to the broader field of public administration through leadership in professional associations. He has served as President of two major organizations and chaired a regional group, helping to advance professional development and foster collaboration within the public sector.

Outside of his professional responsibilities, he has dedicated nearly twenty years to coaching youth and high school sports, including football, baseball, and softball. His volunteer work reflects his ongoing commitment to community development and youth mentorship. He also supports his former high school and universities through donations and membership in athletic support groups.
