Incline Village in Duluth, Minnesota, is an ambitious development overseen by Incline Plaza Development LLC. This project, located on the historic grounds of the former Duluth Central High School, aims to transform the old site, demolished in 2022, into a vibrant mixed-use district. The development is designed to revitalize the area, providing essential housing while enhancing the local economy and community facilities.

Incline Village addresses Duluth's critical housing shortage following the model of other successful local developments like the Endi Apartments. It offers a mix of premium and affordable housing solutions, accompanied by extensive infrastructural improvements, including new roads and utility systems. The project benefits from its hillside location, boasting panoramic views of Lake Superior and downtown Duluth. The design incorporates a public pavilion for enjoying the city views, diverse retail and entertainment venues, co-working spaces, and accessible trails for outdoor activities.

The investment in Incline Village totals $500 million and unfolds in three phases. It is expected to establish a new neighborhood comprising 1,180 market-rate housing units across several buildings, with an additional projection of 70–120 condominiums designed to offer prime city views. Spanning 7 to 10 years, the development also plans to include 80,000 square feet of retail space and public green spaces to enhance the quality of urban life.

The ground-breaking ceremony in December 2024 marked a significant milestone for Incline Village. Distinguished attendees included Duluth Mayor Roger Reinert, City Councilor Roz Randorf, and Senator Grant Hauschild. This event celebrated Incline Village as one of the most significant private development projects in Duluth’s history, showcasing the extensive collaborative efforts led by Development Team Leader Jeff Schiltz and other partners, all aimed at creating sustainable community growth.

Incline Village is poised to address the housing void in Duluth’s Central Hillside, an area previously challenged by an aging housing stock and a scarcity of affordable and premium housing options.
