  1. Primary Points • an exaggeration in the number of ethnic

    radio stations in Surrey and its subsequent market saturation; • that the use of a 600 AM frequency will be an ineffective/inefficient means to broadcast an ethnic radio station; • that 107.7 FM will be best served by an ethnic radio station and not by a predominantly English speaking radio station; • that the assertion that the viability of the Punjabi language in its ethnic form is declining in our community is false; and • No other applicant has demonstrated any significant strategies for implementing innovative technologies in radio broadcasting with the exception of IDEA FM.
