He also earned Fire Officer I–IV certifications through both the State of Florida and the Pro-Board, is credentialed in all Incident Command and General Staff roles, and is certified to instruct FEMA command and staff courses.

Beginning his public service in 1992, Todd advanced through the fire and rescue ranks while managing specialized training in search and rescue, hazardous materials, airport firefighting, and shipboard firefighting.
