    at the BLS • He introduced sampling for the first time into Census gathering • His sampling techniques are still used today

    techniques during WW11 • Some have credited him to helping winning the war • After the war they went back to the old style of management

    after the war Douglas MacArthur sent him over to Japan • He starting teaching his principle in Japan • His 1950 Mt. Hakone Conference speech
