What is the Google Developer Expert Program?

It was an introduction of me and the notion of community talk, how did you can build your reputation, your expertise, and how you were able to get in touch with google to propose your support and becoming a GDE. What is the process after the nomination: the first interviews, the fact that it's for real expert, that experts are available to present in various type of events (community events, workshops, large scale conferences, etc...).
