Building the Plane as We Fly It: Designing beta.fec.gov

Over the course of designing beta.fec.gov, the teams at 18F and the FEC have had to face three big, scary questions: How do you design a system before you know the full extent of it? How do you move quickly when you have many non-technical stakeholders? And how do you ensure the spirit of your work lives on? While we don't have all the answers, we've learned some things along the way that have helped us deliver an open, iterative, user-centered product in government.
