  1. The Big Data Situation in Japan (and other Asian countries)

Department of Physics, Chuo University, Tokyo, Japan
    (Basically, my expertize is bioinformatics.
Please do not expect too much in my talk!!!!!)

  2. China:
Strong needs for AI-based medical care
    Reason:
While urban area is as good as developed country, rural area
is still the stage of developing country.
    Urban : rural = 7:3 (2020 year)
Remote medical care can improve the situation in rural area.

  3. Advantage in China:
Because of lack of democracy, it is very easy for the government
to collect personal information ( no personal rights are
    guaranteed).
    InferRead CT Lung (by INFERVISION)
    It is introduced even in
    developed countries including
    Japan, because in democratic
countries, it is difficult to collect
    personal information to develop
    this kind of AI-based tools.

  4. People in rural area is happy to provide personal health
information to government, since they can have opportunity to
    get health checked in turn.
In addition to this, salary of medical doctor is low while
Chinese government pay huge amount money for AI based
    medical care.
All of these drastically accelerate AI based medical care in
    China

  5. In addition to this, COVID-19 pandemic further
    accelerates AI based medical care.
    健康码(Health code) in Shanghai
    Danger of SARS-CoV-2 infection.
No public traffic use without green code.
More rapid and advanced development of
AI-based medical in China is expected.

  6. Korea:
Generally speaking, Korea is one of the most “digitalized”
    countries in the world.

  7. Additional advantage of Korea:
Medical care system has already been unified into one. It is
easier to collect personal health information.
National Health Insurance Data Sharing Service(NHISS)was
    founded.
    Purpose:
Based upon collected Personal Health Record, to warn future
health risk. The goal is Customized Medicine.

  8. COVID-19 pandemic also accelerates AI based medical care in
    Korea as in China.
At the outbreak of COVID-19 in Wuhan, China, Korean
Company, Seegene, developed PCR based test kit in three
weeks without getting virus sample, but only with information
technology (This test kit was later approved by FDA).
Corona 100m (SARS-CoV-2 infection trace tool) was released
    as early as Feb. 2020.
Coronamap (big data based trace tool) can visualize moving
    path of infected people.

  9. Japan
Medical DX is late behind in Japan.
    Reasons:
    Positive reasons:
People are hard workers. Without AI or DX, system can work to
    some extent.
    Negative reasons:
People are conservative. If the system works well in the present
form, they dislike to update it with risk taking.

  10. Present stage:
Making use of receipt data (How much you pay for which disease?)
    The reason for this delay:
Strong refusal for the collection of personal medical data (Disease
record can be used for not employment and so on).
Not unified data collection. No unified health data collection format
exist. Health records are stored in separated hospital with distinct
record format. It makes difficult to make use of them as collected
    big data.

  11. The lack of “digitalized” medical system damaged effectiveness of
    Japanese COVID-19 counter plan.
No effective SARS-CoV-2 infection tracking system was released.
Government provided vaccine record storing tablet did not work
    properly in the initial stage.
    Rapid economical support was impossible
    (Everything is text (facsimile) based)

  12. Other Asian countries
(Basically, I did not have much information about other countries
    than Japan, Korea and China)
    India:
Rural area has similar problems in Chinese rural area (Not enough
medical care). Thus remote medical system is encouraged.
India also has similar advantages with China, because of its large
population (collecting large scale medical data is possible).
At the moment, medical DX in India is still development stage,
although market size expected to be as large as $372,000,000,000
    in 2022.

  13. Singapore:
    Discovery AI platform:
    (developed by Ngiam Kee, NUHS)
Unified plat form to store and access patients data in hospital.
It can integrate distributed information in individual hospitals
    into one.

  16. Conclusions
East Asian area is definitely “Hot spot” of big data based health
    care, because…
    1. More group oriented people (lack of respect to personal rights)
    2. Historically, people like to record everything and keep it for
    future use.
    3. Relatively strong to math and language.
These points will continuously accelerate the develop of big data
based healthy care in east Asian area...
