    IMPACTS POLICY continued Cybersecurity Working Group Government and industry should be able to provide timely, bi- directional, and detailed cyber intelligence to help identify threats to protect both public and private networks. TIA lobbies significantly for passage of information sharing legislation that would make it easier for companies to share threat information with the government without fear of getting sued for privacy violations; and for government to share classified threat information with the private sector so that ICT manufacturers and service providers can better respond.. Industry-driven best practices and global standards should be relied upon for the security of critical infrastructure. In Congress and in front of Federal agencies, TIA consistently lobbies for the use of voluntary and industry-led standards in cybersecurity risk management, instead of top- down, one-size-fits-all mandates. Voluntary private sector security standards should be used as non-mandated means to secure the ICT supply chain. TIA ensures that conversations and proposals that impact members’ ability to manage their supply chains respect business-driven solutions and voluntary private sector security standards. Cybersecurity funding for federal research efforts should be prioritized. TIA consistently advocates for increased Federal research and development funding across key agencies, including the Department of Commerce’s Communications and Technology Lab and the National Science Foundation.

    THE IMPACTS POLICY continued Spectrum Policy Working Group "Innovation Band" at 3.5 GHz TIA is engaged with FCC to open a new band for small cells and new spectrum sharing approaches. Carriers, institutions and general public users will all be permitted in the band, which will be administered in real time by third-party spectrum administrators. Improving federal spectrum management TIA engages with NTIA and Congress to improve federal spectrum management, including better incentives for agencies to use spectrum efficiently and/or enable commercial use. Millimeter-Wave Spectrum Millimeter-wave technologies promise tremendous bandwidth and gain, and represent one tool among others for use in 5G deployment. TIA is participating in the FCC inquiry into millimeter-wave technologies, based on input from stakeholders. Communications Research Division and Spectrum Policy Working Group FCC/NTIA Model City project for spectrum sharing TIA participates in early discussions regarding a potential “model city” to facilitate the testing of spectrum-sharing technologies. FCC/NTIA workshop planned for April 2015. Spectrum Sharing R&D White Paper Makes the case for supporting funding for spectrum sharing research.
