Managing design from the bottom up: A tale from local government

In April 2016, the City of Casey’s Digital Team embarked on an ambitious program of transforming 14 of the highest volume transactions in 12 months working with an agile methodology. But when working within government, part of the challenge of doing something new is keeping the momentum in the face of the way things have always been done. 12 month budget cycles, working agile in a traditionally waterfall environment and the expectation that approval will be sought before launching have all been hurdles.

How do we deal with all these challenges? How to we push back on requests for more features, but maintain credibility? How do we balance the work that needs to be done with all the auxiliary expectations placed on us from steering committees.
