Step #1: Recognize Problem FBOpen allows businesses to find opportunities,
but to be paid they must register with SAM. SAM Registration is a long process and it is often unclear to registrants where they are in the process.
Step #2: Get Inspired by Pizza The problem of transparently
tracking processes has already been solved:
Step #3: Lower Risk of Miscommunication Contractors often complain that
poor government specifications increase cost. To communicate precisely to the existing contractor a rapid prototype was desired. Call 18F!
Step #4: Work with 18F Brainstorm and collaborate on a
simple prototype that: • is a crystal-clear, time-saving specification to contractor; • clarifies API; • prevents time and money being wasted building the wrong thing.
Step #5: Use Agile Contracting • Specify a RESTful API,
• Specify implementable tests and test- driven functionality, • Ensure API independent of GUI details, but strong enough to support tracker.
Lowered the cost and risk of getting this...
