utilize a pre-approved bidders list for both General Contractors and specific Sub-Trades: • We pre-qualify the following trades: o General Contractors, Electrical, Mechanical, Low Voltage (Data/Telephone), Sheet Metal, Mechanical Insulation, Controls, Sprinkler, Asbestos Abatement • We do not pre-qualify any other trades (painting, flooring, drywall, etc.) though we reserve the right to reject any Subcontractor based on past performance. BUILD | HopkinsLocal |  slide 12
  13. XXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXX Routine Capital Projects (cont’d) Procuring/Contracting Routine Projects (cont’d):

 Exception to the pre-approval rule: General Contractors and Pre-approved Bidders looking to meet their MBE/WBE participation requirements may engage firms who are not pre- approved MBE/WBE firms (in the pre-approved trades) for use on the project. • These firms who are not pre-approved can be submitted with the proposal for review and approval by the responsible D&C team. • We will track these firms for possible inclusion on our bidders list depending on their performance. BUILD | HopkinsLocal |  slide 13
  14. XXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXX Routine Capital Projects (cont’d) Procuring/Contracting Routine Projects (cont’d):

 We do not have public bids. Only invited Primes are permitted to bid work.  MBE/WBE/LBE participation is required for most routine work. • Firms that are MDOT or Baltimore City Certified as an MBE/WBE firm are eligible to be counted towards the project goal. • Local Business (LBE) participation is defined as those businesses located in Baltimore City or their main office providing support to the project is located within the Baltimore City Limits. BUILD | HopkinsLocal |  slide 14
  15. XXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXX Major Capital Projects Procuring/Contracting Major Projects:  Only

invited Primes are permitted to bid work.  Pre-Approved Bidders List does not apply to Major Capital Projects. • Therefore, there is no restriction (other than Owner’s approval) on Subcontractors the Prime is permitted to use.  Typically includes substantive MBE/WBE/LBE requirements for the Projects. BUILD | HopkinsLocal |  slide 15
  16. XXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXX Interested in Working With JHU and JHHS? 

Submit online application to be reviewed by the Joint Vendor Review Committee (JVRC). • Comprised of members from the D&C teams of JHBSPH, JHSOM, JHHS, JHU and APL. • This will give you the opportunity to introduce your business to all Johns Hopkins D&C entities.  Firms should also work with Hope Smith to coordinate some time to come in and discuss their firm’s capabilities directly with JHHS FD+C.  Approval to work at one entity does not mean approval to work at other Johns Hopkins entities (JHU, JHSOM, JHBSPH, etc.). BUILD | HopkinsLocal |  slide 16
  17. XXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXX Suggestions Going Forward  Get certified if you

are eligible. • Most organizations have some form of MBE/WBE program which usually, if not always, requires some form of certification to be counted towards the project goal.  Get to know the pre-approved contractors. • Most of the work we buy is subcontracted out by the prime, so getting to know the pre-approved contractors is a very good first step to being involved with a project.
