     it?   -­‐ The  UN  wasn’t   effec?ve  in  this   genocide,  even   though  the  term   genocide  it  self   demanded  their   interven?on  and   aid  because   that’s  what  the   UN  is  for,  as   their   Humanitarian   Declara?on   states.

     two   groups  (Hutu  and  Tutsis)  because  he  believes  that  humans   are  naturally  selfish  and  would  hurt  anything  that  gets  in   their  way.     Hobbes  would  most  likely  argue  that  the  main  cause  of  the   mass  killing  was  the  government  system  in  which  Rwanda   was  set  up  under,  ruled  by  only  Hutu  extremists.  “If  Rwanda   held  a  more  communist  government  guarding  individual   security,  there  would  be  no  ethnic  violence”.
