Small-contractor site compliance starter pack by ComplyOnSite

A practical starter pack for small UK construction contractors: daily site inspection, permit log, toolbox talk register and waste paperwork checklist. Adapt it to the job and have the responsible person review it before use. England and Wales waste guidance is distinguished from UK-wide safety guidance.

  1. Small contractor site compliance starter pack by ComplyOnSite Daily inspection,

permit log, toolbox talk register and waste note checklist. Blank records and guidance for a small construction site. Copy the four blank records ComplyOnSite
  2. Actions and follow-up Record the defect and its location. Put

an immediate control in place, give the action a named owner and set a review time. For serious or immediate risk, stop or isolate the affected work and tell the person in control. Return to confirm that the control works before closing the action.
  3. Daily site inspection Record the shift, work area, weather, planned

work and person inspecting. Check boundaries, access, traffic, work at height, excavations, plant, electrics, fire, dust, substances, materials, welfare, waste and coordination. Every defect needs an action number, owner, due time and close-out. Copy the daily inspection
  4. Inspection boundaries The daily check supplements competent statutory inspections, plant

pre-use checks and planned maintenance. Keep project-specific RAMS, the construction phase plan and permits required by the site system current. Review the check after a material change to the site or work. RAMS Builder
  5. Permit log Record the permit reference, exact location, task, contractor,

linked RAMS and isolations, issuer, start, expiry, status, handback and cancellation. Show which permits are live, suspended, expired or closed. Only the site’s authorised permit process can authorise work. The log is an index. Copy the permit log
  6. Permit close-out 1. Stop the work and leave the area

safe. 2. The authorised person checks handback. 3. Cancel the permit and record closure. 4. Follow the site’s authorised reinstatement procedure. Expiry alone does not establish handback. Changed conditions need suspension and reassessment.
  7. Toolbox talk register Discuss the task and harm, explain the

controls, agree change and stop triggers, and hear workers’ questions and improvements. Ask workers to explain or show the critical control. Record attendance and follow-up actions. Attendance alone does not prove understanding. Copy the toolbox talk register
  8. Waste records: England and Wales Non-hazardous waste changing holder needs

a waste transfer note or equivalent required information. Hazardous movements use the applicable consignment-note process, including between the same business’s premises unless an exception applies. The no-change-of-holder exception for non-hazardous information notes does not remove hazardous consignment requirements. EWC code finder
  9. Checks before the load leaves Check the description, EWC code,

quantity, containment and hazards. Confirm both holders, roles, authorisations, SIC code where required, transfer place and time, and signatures. Check the carrier and receiving site’s authorisation. Hold the transfer if the load, carrier, destination or note does not match. Choose the code using the waste’s source, composition and hazardous properties. Waste transfer note tool
  10. Record retention and correction Both parties retain a non-hazardous waste

transfer note for two years. Keep a season ticket and its schedule for two years after the last covered transfer. File by reference, date, site and carrier. Preserve corrections and record rejected transfers and their resolution. Hazardous producers and holders follow the applicable retention rules. Confirm the Welsh process separately. site or shift and keep the public master blank. Assign an owner to each record. Identify open inspection actions, active permits, briefing topics and planned waste transfers.
