Educational Opportunity Centers (EOC) Grants and Learning & Employment Records

Support Adult Learners with the Right Infrastructure

Educational Opportunity Centers (EOC) help adult learners return to education, navigate college access, and move toward better career outcomes. But advising alone is no longer enough.

Learning and Employment Records (LERs) give EOC programs a stronger way to support learners by making progress, skills, and achievements visible, portable, and connected to real opportunities.

For students, that means clearer pathways.
For programs, that means stronger engagement and better tracking.
For institutions, that means more credible outcomes and stronger grant alignment.

  1. A Better Way to Show Adult Learner Progress How Learning

and Employment Records can strengthen Educational Opportunity Centers Educational Opportunity Centers help adults navigate college, training, and career pathways. But much of that progress is hard to document in a transcript or traditional record. Learning and Employment Records (LERs) provide the tools that verify skills, competencies, and experiences and are an invitational priority for this year’s Educational Opportunity Centers Program grant opportunity. Adult learner progress is often invisible EOC programs help students with: returning to education navigating admissions and financial aid identifying training and workforce pathways making career transitions understanding what comes next Much of that progress does not appear in a transcript, GPA, or test score. A clearer way to capture progress A Learning and Employment Record (LER) helps organize and validate: advising milestones postsecondary planning progress career readiness indicators work-based learning or workforce exposure durable skills and competencies verified learner achievements over time This gives students a stronger way to show what they have done and what they are prepared to do next. Readiness Milestones Transferable Skills Participant Progress Problem Solving What this can support For participants clearer evidence of readiness and progress stronger records for next-step planning better visibility into college, training, and workforce pathways For EOC programs stronger documentation of participant development clearer evidence of milestone completion better reporting and storytelling around program impact Territorium helps institutions and organizations build Learning and Employment Records (LERs), issue verified credentials, and give learners a clearer way to carry forward what they’ve achieved.
