Most Enterprise Architecture (EA) functions do not fail because architects “sit in an ivory tower,” they fail because the operating model makes architectural engagement optional. Under pressure, optional engagement gets bypassed, decision rights blur, and the organisation pays a hidden “latency tax” in slow, contested decisions, rework, and architectural drift.

This strategic plan reframes EA as decision infrastructure, measured by impact on outcomes, not by diagrams. The core metric is Strategic Answer Latency (SAL), the time between a strategic question and an irrevocable resource commitment, weighted by decision impact and adjusted for decision quality. In AI-driven enterprises, “Observe” and “Orient” accelerate, but “Decide” and “Act” remain slow because governance, incentives, and accountability are still human-structured bottlenecks.

The plan diagnoses three reinforcing debts, technical, architectural, and organisational, and breaks their amplification cycle using a two-layer assessment: an 8-question Technical Control Plane (lineage, architectural debt visibility, modularity, vendor switching cost, rollback, Shadow IT on-ramp, funding model, time-to-insight) plus an executive inquiry that links technical constraints to strategic ambition. A 20-question failure predictor then stress-tests transformation readiness across agency and incentives, bias-resistant governance, innovation at the edge, and operational rigor.

The solution is a new EA operating model that behaves like a decision service, not a gate. It uses a federal governance approach, a central “constitution” of non-negotiable guardrails (identity, security, backbone, shared definitions) paired with local autonomy for product teams operating within automated compliance. Eight interventions operationalise the shift: couple EA to key decision moments with one-page decision briefs, make decision rights explicit, shift consultation left into discovery, turn standards into paved roads, fund an architecture runway, embed architects in product leadership, report board-relevant KPIs, and treat security and compliance as accelerators via automated guardrails.

Finally, the plan addresses Accountability Latency introduced by automation through “Contestability by Design,” ensuring decisions can be explained, challenged, and rolled back without freezing the organisation. Success is governed with board-level KPIs (avoided spend, exception reduction, rework reduction, platform adoption, time-to-decision) and a recurring 30-minute executive verdict protocol that forces EA to prove value in money, risk, and speed.
