  1. • E-government (short for electronic government) is the use of

    electronic communications devices, • computers and the Internet to provide public services to citizens and other persons in a country or region. • The purpose of e-Government is to make government services more accessible online, reduce the cost of accessing those services, streamline administrative processes, improve turnaround times, and strengthen accountability and responsiveness. 2
  2. • This interaction consists of citizens communicating with all levels

    of government (city, state/province, national, and international), facilitating citizen involvement in governance using information and communication technology (ICT). • E-government is also known as e-gov, electronic government, Internet governance, digital government, online government, connected government. 3
  3. GOVERNMENT-TO-BUSINESS (G2B) • Government-to-Business (G2B) focuses on the interactions between

    government and various organizations, including businesses and non-profit organizations, to support transactions such as contract bids, data collection grants etc. 5
  4. GOVERNMENT-TO-GOVERNMENT (G2G) • Government-to-Government (G2G) is the online non-commercial interaction

    between Government organizations, departments, and authorities and other government organizations, departments, and authorities. • G2G initiatives can improve transaction speed and consistency, and at the same time reduce the time employees have to spend on tasks. • Eg. .gov.so 6
  5. GOVERNMENT-TO-CITIZENS (G2C) • Government-to-Citizen (G2C) services is the rendering of

    government services and information to the public using electronic means and allows government to deliver services to citizen when they need them. • E.g Id.so. 7
  6. E-SERVICES • E-Register • The system enables registration of companies,

    joint-stock companies, foundations and self-employed entrepreneurs. On average it takes twenty minutes to register a company depending the entity's type. State fee can be paid through E-Payments system. The system also allows to track the submitted applications and search existing companies as well as purchase full information about any company, including information about shareholders. 8
  7. • E-Payments • Electronic Payment System effectively processes online payments.

    This application is designed specifically for charging the state fees, local fees, the administrative penalties or services provided by state and local governmental bodies. Payments can be made by Visa, Mastercard, Paypal. 9
  8. • E-License • This system allows companies to submit an

    application for obtaining or terminating licenses regarding various activities. 10
  9. • E-Tax • This tool simplifies tax declaration process for

    both tax payers and tax authorities. Any natural person or legal entity can submit tax declaration verifying it by electronic signature. 11
  10. • E-Visa • This application enables the process of obtaining

    visa through electronic application. Visas are issued within two days. 12
  11. • E-Announcement • The system is designed for public announcements.

    The state authorities are obliged to make public announcements under certain circumstances stipulated by law. 13
  12. • E-Signature • The system allows to verify identity of

    the user and protect submitted application. Any resident of Somalia, either natural person or legal entity, can obtain electronic signature and use it while submitting application through E- Government systems. 14

  15. RECOMMENDATION • We are of the opinion that the government

    in Somalia should be able to take a bold step in investing money in e-governance through the provision of e- Services to the public and citizens; it is quite unfortunate that Somalia has 5-6 Federal States ,councils and none of them has a functioning website . • There are some recommendations that could be beneficial in reducing if not totally eradicating the challenges facing e-Service adoption and implementation in Somalia based on the survey results. 17
