【版について】
10月22日に予測変更理由の補足、制度対象の解釈訂正、棒グラフ復元を行った最終16枚版が元です。
11月5日の公開用補足では、表紙の過去資料表示、12ページの英国OFSI許可の特定、公開読者が参照できる出典案内を追加しました。
当時の予測値・確率配分・情報締切は変更していません。10/22の制度対象訂正後に確率を再推定した資料ではありません。

【評価の読み方】
主観点・確率は未校正です。現在の状態、将来の予測、日本の必要量充足を分けて評価しています。
4週先は2026/11/17、13週先は2027/1/19。前回資料から対象日も7日動くため、同一対象日の改訂効果とは分けて読みます。
I（保険・法務・制裁・決済）が欠測のため、正式BRS・現在Stageは未算定です。
S3の当時の条件：51≦BRS＜71、O≧45、I≧40に加え、反復用船・制度条件の整合・主要対象船社の通常復帰が成立し、1/19まで4週間継続。最遅開始日は12/22。完全なアンカー・実現判定原表や対象船社集合は未整備で、精密な確率校正を意味しません。
英国OFSI INT/2025/7628424は対象のイラン系銀行等による英国の給与・年金・IT・会計費用等の限定支払いに関する許可で、原油輸送全般の許可ではありません。
