  1. Project Title Conduct the balance between conservation and use of

    the soil resources in Eurasian agro-production landscapes Project Objective The objective is to improve human wellbeing and environmental resilience through the implementation of SSM and ensuring an enabling clean environment in the Eurasian region GEF Focal Areas Land Degradation, Biodiversity, Climate Change, Chemicals Possible Partner Countries Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Armenia, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan
  2. Why we need this project ? • facilitate the implementation

    of EASP IPoA • establish synergies for soil policies at regional level • develop join action to solve common problem (loss in soil ecosystem functions) • Improve regional capacity in new era ( Soil biodiversity, valuation of soil ecosystem functions, soil degradation..etc) • strengthen our network and infrastructures to up- scale best SSM practices for sustainable agriculture.
  3. Differences from on-going regional activities Main activities in the region

    as CACILM-2. WOCAT , LADA..etc. • They have some components related soil management BUT it not cover soil pollution, soil biodiversity assessment + valuation of soil ecosystem function. • Not specifically objected to strengthen the required infrastructure for SSM as soil laboraty network, soil information and soil pollution monitoring. The solutions for soils need very specific actions addressing to the GSP Global and Regional Action Plan.
  4. Proposed components/outcomes Component 1: Common knowledge base for sustainable soil

    management implementation towards increased food production and ecosystem resilience. Outcomes 1.1 Common objectives and priorities are supported for undertaking the implementation of the VGSSM at national and regional levels. Outcomes 1.2 Multinational collaboration and information exchange is enhanced to promote investment in SSM implementation Activities • Develop a guidance document for the Eurasian region on the assessment of whether soil management practices are sustainable according to the SSM definition in the revised World Soil Charter • Compile a regional database of SSM best practices for the Eurasian region using the assessment protocol from Activity 1.1.1 above. • Perform the identification of barriers to scale up SSM in the region. • Launch a multi-country platform for knowledge sharing on best practices in SSM in support of national soil information and advisory services. • Develop comprehensive national and/or regional project proposals to implement SSM practices
  5. Proposed components/outcomes Component 2. Enabling conditions and soil governance mechanisms

    for the implementation of SSM. Outcomes 2.1 Institutional mechanisms in place and enhanced stakeholder awareness of SSM Outcomes2.2 Intersectoral coordination mechanisms at the national level are strengthened, including the incorporation of NAPs into national sector budget allocations and investment processes. Activities • Assess national soil governance to identify barriers to the full implementation of VGSSM. • Organize national and regional workshops with policymakers and decision-makers to create an enabling environment that promotes soil governance and sustainable soil management. • Establish a regional platform for the dissemination of legal instruments and regulatory frameworks that facilitate the exchange of knowledge based on the global platform of FAOLex Soil. • Increase public and private sector contributions supporting smallholder farmers to scale up best practices and adoption of self-reliant approaches for managing climate variability and change. • Promote and strengthen the food and feed value-chains that promote soil health preservation
  6. Proposed components/outcomes Component 3. Establishment of national Soil Information Systems

    and contribute to the GSP Global Soil Information System (GloSIS). Outcomes 3.1 Technical and scientific cooperation for the harmonization of soil data collection and analysis is strengthened. Outcomes 3.2 National soil information systems are established and strengthened Activities • Organize trainings to build and strengthen national capacities in the harmonization of soil data collection and analysis. • Establish the Eurasian Network of Soil Laboratories as a sub-regional part of the European Network of Soil Laboratories (EuroSOLAN) according to the specifications of the Global Network of Soil Laboratories (GLOSOLAN). • Participate in the global harmonization of terminology, standards, and protocols carried out by GLOSOLAN. • Develop national Soil Information System in those countries lacking it, using harmonized legacy data (as per the specifications of the Global Soil Information System). • Organize national and regional trainings to develop capacities in digital soil mapping techniques. • Produce national soil maps, digital soil maps and applications such as soil suitability assessment.
  7. Proposed components/outcomes Component 4. Implementation of SSM projects in Eurasia

    to prevent soil degradation, rehabilitate degraded soils Outcomes 4.1 On-the-ground benefits of SSM management to prevent soil degradation are demonstrated Outcomes 4.2 On-the-ground benefits of SSM management to rehabilitate degraded soils are demonstrated Activities • Support small projects aimed at mitigation of or adaptation to soil salinity through application of SSM practices • Organize awareness-raising campaigns to demonstrate successful results on the field and train local stakeholders, including farmers, on the restoration of degraded ecosystems and SSM practices in irrigated and rain-fed areas. • Support pilot projects aimed at the scaling-up of soil restoration/rehabilitation • Conduct pilot studies for reclamation and rehabilitation of polluted soils. • Document lessons learnt for soil restoration/rehabilitation at regional and national levels. • Develop a technical manual on soil restoration/rehabilitation for the major soil threats affecting regional soils.
  8. Proposed components/outcomes Component 5. Adaptive and results-based project management and

    visibility Outcomes 5.1 Results and progress are assured based on monitoring measurable and verifiable indicators and implementation based on the principles of adaptive management Outcomes 5.2 Project results and lessons documented and disseminated to stakeholders and a wider audience Activities • M&E system established to measure project progress and impacts in terms of multiple global environmental benefits (GEBs), social and economic benefits. • Midterm and terminal evaluations carried out and reports available. • Develop and implement a communication strategy to inform and raise awareness of local stakeholders about the importance of SSM.
  9. Estimated budget Turkey endorsed to mobilise in total 220000 USD

    from GEF 70000 USD from GEF STAR country allocation + 150000USD from Chemicals
  10. Conclusion - Need to support from EASP countries - National

    and regional priorities should incorporate - It is open for further discussion
