13.  SMS quantifies the on-road safety performance of carriers and drivers by utilizing data from:  roadside inspections, serious violations from reviews, State-reported crashes, and Federal motor carrier census data.  Quantifies performance in 6 Behavior Analysis and Safety Improvement Categories (BASICs) and a crash indicator (unsafe driving, hours of service compliance, driver fitness, controlled substance and alcohol, vehicle maintenance, hazardous material compliance).  SMS data download: https://ai.fmcsa.dot.gov/SMS/Data/Downloads.aspx Safety Measurement System (SMS) 13
