Modernization Project National Highway Traffic Safety Administration June 2014 John Brophy Chief, Crash Investigation Division
  2. National Center for Statistics & Analysis 2 NHTSA - Data

Driven Agency • Data are used extensively for:  Basic research  Identifying problems, trends, program and rulemaking needs  Developing programs, rules and standards  Evaluating programs, rules and technologies  Allocating grants to States  Calculate targets and evaluate performance
  3. National Center for Statistics & Analysis 3 NCSA’s Customers •

Safety organizations • Governments International • NHTSA • Congress • Other federal agencies Federal • Law enforcement • State governments State • Medical Community • Academia Research • Media • Safety Advocates • Private citizens Education • Insurance industry • Automobile industry Industries
  4. National Center for Statistics & Analysis 4 $277 Billion Societal

Cost in 2010 >16,000,000 Crashes >16,000,000 Crashes 4,348,000 Property Damage Only 4,348,000 Property Damage Only 1,929,000 Injury Crashes 1,929,000 Injury Crashes 38, 309 38, 38, 309 309 6,316,000 Police Reported Crashes 6,316,000 Police Reported Crashes ~ 13,000,000 Crashes 3,950,000 Property Damage Only 1,634,000 Injury Crashes 30,800 5,614,000 Police Reported Crashes Fatal Crashes 33,561 Fatalities 2,362,000 People Injured Crashes by Crash Severity, 2012
  5. National Center for Statistics & Analysis 5 Fatality Analysis Reporting

System (FARS) • All police-reported fatal motor vehicle traffic crashes within the U.S. • State data recoded into a uniform national data set • Fatality w/in 30 Days of Crash • Fast FARS • Early notification FARS Case Crash Report (PJ) EMS Times (EMS agency) Toxicology Report (ME) Death Certificate (Vital Records) Vehicle Registration (DMV) Driver Records (DMV) Road Classification (state DOT) Crash Report Supplement (PJ)
  6. National Center for Statistics & Analysis 6 National Automotive Sampling

System GENERAL ESTIMATES SYSTEM (GES) • Nationally representative sample of police reported traffic crashes • ~50,000 crashes coded per year • Sampled from ~5M police reported crashes • Collected at 60 sites across the country GES Case Crash Report (PJ)
  7. National Center for Statistics & Analysis 7 National Automotive Sampling

System CRASHWORTHINESS DATA SYSTEM (CDS) • Detailed data on vehicle damage and the occupant outcome (crashworthiness) of towed light passenger vehicles  Approximately 3,500 sampled cases annually • Field Investigation Based • Over 600 CDS Data Elements Describe  Crash Events  Damage to Vehicle  Crash Forces Involved  Injuries to Victims  Injury Mechanisms
  8. National Center for Statistics & Analysis 10 NASS History NHTSA

continually reassesses its data needs •Designed in the mid-1970’s •Designed as one system •75+ planned collection sites •20,000+ planned cases •Split NASS in 1988:  General Estimates System  Crashworthiness Data System
  9. National Center for Statistics & Analysis 11 Direction from Congress

    – Modernize NASS Considerations: • Is sample size and design sufficient? • Is scope too limited? • What data needs to be collected? • What data do external stakeholders need? Congress appropriates $25M in FY 2012 to modernize NASS
  10. National Center for Statistics & Analysis 12 Data Modernization: Major

Project Components Survey Modernization Information Technology Modernization & Consolidation Implementation & Operations
  11. National Center for Statistics & Analysis 13 Data Mod IT

Direction • Paperless data collection: tablets, SmartForms • Cloud-based solutions • Upgrade to VINtelligence software • IT solutions to facilitate better quality control and access to collected data
  12. National Center for Statistics & Analysis 14 Why Modernize? •

Currently use the same techniques for obtaining measurements as in 1979 when NASS began
  13. National Center for Statistics & Analysis 15 Proposing for Data

Modernization Effort • Better scene data • Electronic Distance Measuring Instrument (EDMI) for scene documentation • More precise measurements • Ability for user to produce 3-D scenes • Technology advancements for field data collection • GPS to link information • Crush measurements, etc.
  14. National Center for Statistics & Analysis 16 Summary- Benefits •

Safety! • Modernizes measurement techniques • Satisfies end users  Increased accuracy  Software can allow determination of speeds • Efficiency = saving $$$ • Instruments are durable • Software does NOT require frequent upgrades • Files produced are in common formats  Small file sizes
  15. National Center for Statistics & Analysis 17 Data Modernization Timeline

2012 •Congress appropriates funds •Sample design begins •External data needs explored 2013 •Sample design complete •IT project plan complete •IT consolidation and development begins 2014 •IT architecture built •IT testing and validation •Document information on selected sites 2015 •Establish sites •Hire and train collection and coding staff •Pilot test collection 2016 •Commence data collection in New NASS system
