GIS and billion dollar babies in Arkansas by Shelby Johnson

During the 89th General Assembly of the Arkansas legislature there were two Billion dollar issues requiring decision makers to vote with outcomes that would potentially impact the lives of every Arkansan. This presentation will feature how GIS played a role in Arkansas being chosen as the top site for the $1.1 Billion Big River Steel mill requiring legislature to execute on Amendment 82. The site selection physical criteria read right out of a college GIS course. The second major decision was the state’s strategy on implementing provisions in the Federal Affordable Care Act. This part of
the presentation will show one method that could have predicted the expansion pool. Finally we will look at the result of the work done to map the existing class and show decision makers where these health care dollars are flowing.

  2. Medicaid Run by States • A contract between a state

    and the Federal Government describing how that state administers its Medicaid program. It gives an assurance that a state abides by Federal rules and may claim Federal matching funds for its Medicaid program activities. The state plan sets out groups of individuals to be covered, services to be provided, methodologies for providers to be reimbursed and the administrative requirements that States must meet to participate.

    accountable • Lower health care costs • Guarantee more choice • Enhance the quality of care for all Americans.
  4. 2013 POVERTY GUIDELINES • Persons in family/household Poverty guideline •

    For families/households with more than 8 persons, add $4,020 for each additional person.
  5. Geocoding • 777,315 Medicaid records were processed representing claims during

    the 2012 State Fiscal Year. 761,840 records were mapped in Arkansas. Those records were associated with the corresponding legislative district. 13,468 records were outside Arkansas. It is common for an out of state family member to manage the finances of an elderly family member. 2,007 records could not be located. The address information was not sufficient to map.
